The World Vocal Arts Development Committee is affiliated with the World Olymp’Arts Council (WOAC). In accordance with the Founding Charter and relevant statutes of WOAC, and guided by the vision of “Art Connects the World,” the Committee is dedicated to promoting the protection, dissemination, innovation, and exchange of vocal arts worldwide.
The Committee focuses on vocal art resources from different regions, ethnic groups, and cultural backgrounds around the world. It promotes the contemporary expression and international dissemination of traditional vocal heritage, builds platforms for transnational cooperation, and advances talent development, academic research, performance exchange, and cultural mutual learning in the field of vocal arts.

1. Protection of Cultural Heritage
To promote the systematic documentation, digital archiving, and preservation research of folk and traditional vocal arts worldwide, with particular attention to the recording, transmission, and revitalization of endangered vocal cultures.
2. International Exchange and Communication
To organize international vocal festivals, competitions, performances, forums, and cross-border exchange activities, fostering dialogue among vocal cultures from different countries and regions.

Global Vocal Heritage Preservation Program
Focusing on traditional repertoires, folk vocal arts, and intangible cultural heritage resources, this program promotes the creation of digital archives, field documentation, emergency preservation of endangered projects, and the reinterpretation of classical content.
International Vocal Performance and Competition Program
To plan internationally influential vocal competitions, performances, and touring projects, enabling outstanding works, artists, and ensembles to reach broader stages.
Vocal Education and Talent Support Program
Targeting practitioners of different age groups and professional backgrounds, this program develops masterclasses, educational alliances, young artist training, and grassroots arts support initiatives.
Global Communication and Technology Empowerment Program
By leveraging digital platforms, artificial intelligence, visual communication, and international media partnerships, this program promotes the sharing of global vocal arts resources and cross-regional dissemination.

Honorary Chairman — OLIVIER GRANDJEAN
Appointed by the Executive President of the World Olymp’Arts Council, the Honorary Chairman provides international image support, strategic endorsement, and promotes major international exchanges for the Committee.
Global Chairman — OLIVIER GRANDJEAN
Responsible for the overall global development direction and strategic planning of the Committee, coordinating the construction of international cooperation networks, integrating global resources, and promoting the Committee’s long-term development.
Global Executive Chairman — Kong Lingtao
Responsible for strategic implementation and overall operational management, coordinating key areas including project advancement, city cooperation, technology integration, and international exchange, ensuring the efficient implementation of the Committee’s work.
Secretary-General
Responsible for the Committee’s daily administration and internal coordination, advancing the implementation of annual work plans, and ensuring efficient collaboration among all departments.
Executive Secretary-General — Dona Xu
Assists the Secretary-General in organizational coordination, task execution, and external liaison, while supporting the advancement of key projects and cooperation matters.
Deputy Secretary-General
Assists the Secretariat in the execution of specialized affairs, cross-departmental communication, and project implementation, enhancing the Committee’s operational efficiency and execution quality.
Chairman of the Expert Advisory Committee
Leads the expert advisory team and provides support to the Committee in academic research, professional judgment, project evaluation, and industry development direction.
Director of the Operations Center — Kevin zm Chen
Responsible for event execution, project implementation, communication coordination, and operations management, advancing the implementation of the Committee’s key work across different regions and scenarios.
